1) Ham Tin and Tai Long are ultimately the largest undisturbed beaches in Hong Kong, with stunning natural beauty and biodiversity, and being the well renowned scenic hiking spot of Country Park, they are the most valuable natural resource to be kept unspoiled for our future generations and deserve the highest level of conservation. Once if the above applications are approved and 3-storey houses built in Ham Tin, the landscape will be badly destroyed and natural quality of the area lose, this will completely defeat the purpose of Country Park and violate the ordinance. Whilst with increase of residents and human access, the environment and ecology will be much disturbed or impacted, more pollutions generated and may cumulatively overload and cause permanent damage.
2) As per statutory planning map S/SK TLW/5, the proposed sites of applications are in government land of Ham Tin’s V-zone. However, that V-zone in fact situates amidst the conservation area of Country Park, and is in vicinity of the beach, stream estuary, swamp and mangrove, shrubs and grassland with abundance of biodiversity, and in fact not far from the Tai Long SSSI zone of ecological and geological values.
In case the 5 house applications are permitted, not only the construction work will immediately impact the environment with removal of trees/vegetation, generate noise and disturbance, waste materials and pollutions, in longer term, more garbage and wastewater will continuously be produced from the houses and enter to the stream, wetland and beach. It is noted that currently in Ham Tin/ Tai Long area, cleaning service and waste treatment are not sufficient due to remoteness, garbage often cumulated with no or delayed removal. In recent year, food residues and wastewater are often found at beach and stream, probably due to increase number of visitors and consumptions at food stalls, the environment has been much worse, fish and crab lives in stream estuary dwindled than in decades ago. The area needs improvement with waste treatment in order to prevent further degradation, but now in contrary, these applications request for more houses to be built then will definitely deprive the chance of possible rehabilitation but further or even permanently damage the environment there.
3) The proposed sites of houses are in Government land (as stated in TPB’s notice), and as per the section 8.1.2 zoning plan S/SK-TLW/5, Ham Tin village is classified grade-1 historic village of heritage value and under protection, new development should not be allowed as to ensure harmony with the layout of historic architecture, and prior consultation with AMO is required. Section 8.1.3 also suggests that the tranquil natural environment in Tai Long area, the V-zone covers only the existing villages area, new demand for Small House of indigenous villagers should be addressed outside of the area. These house-planning applications are in contravention and should not be approved, I trust that TPB should enforce conservation for high value areas of Tai Long / Ham Tin as priority, and propose sites in other area for the applications.
1)大浪及鹹田灣是香港僅有最大面積保持自然原狀的沙灘海岸地帶,擁有本港最美景觀的郊遊勝地,是極高保育價值的自然資源,應當從社會利益考慮,極力保留給我們和下一代分享,不然就有失郊野公園設立之原意。假如開先例批准鹹田地段上建這類三層村屋, 將完全破壞那裏現有的鄉郊景觀環境, 而居民人口數量增加 (目前經常居住那裏的村民少於十人),影響及滋擾自然生態,除之而來產生更多污染,將超出該處環境之負荷。
2)雖然規劃許可申請的地點屬 V-ZONE 範圍內,但按規劃大綱地圖S/SK TLW/5,實際環境中該 V-Zone 位處於保育地區之中,它近接着沙灘,河溪,濕地潮帶和紅樹林,那裏擁有相當多樣性的生態,而距離稀有植物的特殊科學地帶也不遠。倘若五間村屋獲准興建, 即使在建築期間產生的廢料、污染、噪音和滋擾,已嚴重影響該地自然環境,將來屋宇所產生的廢泄污水都會直接流入河溪海灘,(事實上該地現在的污水廢物處理設施不足),近年察覺到海灘近岸和河口出現垃圾污水痕跡,相信因為遊人和士多食客增多令污染嚴重化,相比於數十年前該處沙灘淨潔,河水清澈,魚蟹貝類繁多的生態已大不如前,若果現不改善排污處理,反而許可建更多屋,將加劇及累積更多污染,使自然環境復元更難,甚至令生境永久破壞。
3)按規劃許可申請通告所示,擬建屋丈量約份275的地段是政府地,根據大浪灣大綱圖 S/SK-TLW/5 之8.1.2 及 8.1.3, 說明鹹田該地點是一級歷史村落,原有的石建舊小屋群屬歷史建築物,需要保育及維護協調的景觀,要求保護該地的自然及歷史景物,並提出為要保護寧靜自然環境減少干擾, 將來原居民若有建屋需要,當局會在區外覓地提供,建屋許可申請正與這相原則違背,「城規會」應按保育價值, 將鹹田大浪的一級優質地區作重點保育,把申請遷換到其他地區而不要在鹹田興建。
社會公眾和郊遊者都不願見到大浪鹹田的珍貴景點被住宅化、沙灘的寧靜自然環境漸失, 希望「城規會」能確保我們的郊野公園環境得到真正的保育、不被蠶食。
