"twister" should refer to a primary tornado which come into contact with a burning source and the gusty wind carried the burning fuel/substance with the burning fire.
"whirl" maybe more appropriate as the twisting is caused by the high heat generated by the fire itself (instead of an independent tornado) that somehow influenced the prevailing wind and causing twisting look by uprising burning debris.
