i've drafted a letter of complaint as follows. Feel free to refer to it if you agree with my views and plan to file a complaint too.

Dear Sir,
I am writing to complain about the cruelty against snakes captured by experts as reported in a local newspaper.
I refer to you the online news reports of three cases on 15 dec 2011, 12 Jun 2012 and 24 Jun 2012 handled by the same “snake expert”:

I request legal actions against this “snake expert” and tight adherence to the guidelines of snake handling by the authorities for the following reasons:
1. The acts of the expert are clearly violations against CAP 169 Prevention of Cruelty to Animals Ordinance as well as the moral standards of the average citizen;
2. The species involved are either protected (the Burmese Python) or globally endangered (King Cobra- IUCN: Vulnerable) animals protected by law in CAP 170 and CAP586 respectively
3. As reported on the case of 24 Jun 2012, the expert took the snake to his snake shop under his possession, which undoubtedly violates the guideline and usual practice of transferring the snake to KFBG through the Police.
4. Cruelty against animals may be viewed as acceptable practices if such actions are constantly tolerated by the law enforcers.
Snakes, as natural predators and indispensable part of the ecosystem, should
deserve no less respect and protection than our beloved cats and dogs do. I hope your department will take this case seriously and ensure the well-being of snakes and other animals in future cases. I look forward to your reply. Thanks for your attention.
